Prove di sintonia dalla Prefettura di Perugia

La ‘Rete Alternativa di Emergenza delle Prefetture Italiane’ è un dispositivo implementato nel 1985 dal Ministero dell’Interno (ai tempi a cura dell’On. Zamberletti) e finalizzato a costituire un sistema alternativo di comunicazione di emergenza fra le Prefetture ed il Ministero dell’Interno stesso, o fra Prefetture e Dipartimento della Protezione Civile, che consenta il ripristino delle comunicazioni in scenario emergenziale, e comunque qualora vengano a cessare quelle ordinarie. La stessa rete alternativa può anche essere usata come supporto alla primaria con finalità di Protezione e di Difesa Civile.

A questo scopo le Prefetture Italiane sono state dotate di apparecchiature radioamatoriali ricetrasmittenti operanti in banda HF e di adeguate antenne e vengono gestite, per accordo con il Ministero degli Interni, dall’ Associazione Radioamatori Italiani a mezzo di propri soci delegati ed autorizzati dalle amministrazioni locali ed in particolari dalle Sezioni site nei Capoluoghi di Provincia ove hanno sede le Prefetture.
La Rete è in atto coordinata dal Cav. Giannino Romeo I2RGV (Ordinanza n. 496/FPC/ZA G.U. 1- 3-1985).
Per verificare costantemente la funzionalità delle apparecchiature, verificare le possibilità di collegamento in dipendenza di diversi scenari di propagazione radio ed addestrare gli operatori al tipo di traffico previsto dalla Rete, vengono organizzate da parte del Coordinatore Nazionale delle “Prove di Sintonia” su base mensile.

Prova di Sintonia del 27/01/2022: Durante l’attività i 5 radiooperatori autorizzati ad operare la sala radio della Prefettura di Perugia (Francesco Fucelli Presidente ARI Perugia, Alessio Bravi Vice Presidente ARI Perugia, Vincenzo Belloni Responsabile sala radio, Iari Del Pulito consigliere ARI Perugia e Giulio Rossi operatore sala radio), tutti appartenenti all’A.R.I. Sezione di Perugia, hanno regolarmente ricevuto le comunicazioni di 39 su 40 Prefetture interessate, del Dipartimento di Protezione Civile a Roma e della nave militare DORIA in navigazione sul Mar Mediterraneo.

La prova ha avuto esito positivo consentendo tutti i collegamenti con le stazioni capo maglia dislocate presso le Prefetture di Varese, Siena, Reggio Calabria, Caltanissetta, nonché con il Dipartimento di Protezione Civile in Roma e con l’unità navale della Marina Militare “Doria”.

Durante l’esercitazione sono stati correttamente ricevuti i radiogrammi lanciati (a solo scopo di esercitazione, con le dovute accortezze di avvertimento di comunicazione simulata) prima dalla Nave Doria, che segnalava un incendio a bordo di un traghetto nella rada di Augusta, e poi dal Dipartimento di Protezione Civile in Roma che confermava alla nave Doria l’invio in supporto delle proprie unità navali dal porto di Siracusa.

Le operazioni sono state condotte tramite l’utilizzo di apparati radio di ultima generazione che consentono di gestire in maniera completamente autonoma sia le comunicazioni vocali sia le trasmissioni digitali, in affiancamento agli apparati attualmente presenti in sala radio.

Nella medesima circostanza gli operatori sono stati onorati della visita del Sig. Prefetto Dott. Armando Gradone, del Vice Prefetto Vicario Dott. Nicola De Stefano e del Dirigente Responsabile dell’articolazione periferica della Protezione Civile di Perugia Ivo Fucelli, che hanno assistito a fasi dell’esercitazione e all’intestazione della sala radio dedicata alla predetta attività, alla memoria del compianto radioamatore I0IFG Francesco Giostrelli, organizzatore molti anni orsono della postazione in questione.

Per l’occasione la stazione radio della Prefettura di Perugia è stata delegata dalla stazione Capomaglia a rappresentare la presidenza nazionale della Associazione Radioamatori Italiani ed operare per suo conto durante l’esercitazione, a conferma della centralità territoriale e dell’importanza strategica della stazione in caso di gestione dell’emergenza.
